I just installed the app on my Note 3, and I am a bit disappointed. “Office 365 Monitoring app” would have been a better name because all you can do with it is check the health of the Office services you subscribed to.
Office 365 Admin app - Service health
It appears the app has no notification features, which means that you have to open it to see if the services are available. The only options you can configure are the refresh interval (15 minutes, 30 minutes, manually) and the services you want to monitor. The Send only when connected to Wi-Fi network setting didn't appear from the screenshot below didn't appear in the installation on my phone. You can also decide if you want to send error information to Microsoft. So it seems there also is a monitoring app for the monitoring app.

Maybe Microsoft plans to add real administration features to the app to justify its name.
