With my current job, we are using an exchange auditing application that you do have to purchase but it is sweet for tracking, reporting and providing alerts. It's called <a href="http://www.changeauditorforexchange.com" rel="nofollow">change auditor for exchange</a> and I highly recommend it if you've got some budget to work with. I was using that on my last job and yes, I think it is free now.
