Edit the virtual machine's .vmx file to include

svga.maxWidth = "640"
svga.maxHeight = "480"

Setup will install fine, after installation, istall Vmware Tools, remove the lines from .vmx, change resolution.

There are 2 easy issues during the setup of Vista RC1 on VMWare that are easily resolved.
1) Setup hangs at the loading files stage...
Solution - Joel has the correct answer and it works. I have verified it.
Refer to:
http://www.joelonsoftware.com/items/2006/09/08b.html
2) Disk Partitioning issue where it asks you to reboot to verify your disks in the bios.
Solution
Reboot the system but press F2 and select to start from the Vista DVd and the issue is by passed. Again solution has been verified and it works.
